About Us
Created through the Public Employee Relations Act, PERB consolidates the functions of the former State Labor Relations Board, State Higher Education Labor Relations Board, and Public School Labor Relations Board into a single entity. This restructuring aims to streamline labor relations processes and enhance the efficiency of dispute resolution within the public sector.
Responsibilities
PERB's primary responsibility is to ensure that public employees have a fair and effective means to engage in collective bargaining. The Board does this through issuing certifications or decisions and orders on cases brought before the Board, ensuring compliance with applicable labor laws.
Types of Cases We Support
- Unfair Labor Practice Charges: Parties may file against public employers or unions they believe violated their workplace rights.
- Representation Petitions: Unions seeking to represent a unit or group of employees.
- Unit Clarification Decisions: Filed in the event of a dispute as to whether certain employees are within a bargaining unit.
- Impasse Matters: When either or both bargaining parties believe a deadlock exists over mandatory subjects of bargaining.
- Decertification Petitions: When employees (individually or collectively) do not wish to be represented by a union.
- Negotiability Dispute Decisions: A determination on mandatory, permissive or illegal subjects of bargaining, only for public school employers and unions.
Board Members
PERB operates under the guidance of an Executive Director and is supported by a team of professionals dedicated to administering its functions. The Board is composed of members appointed by the Governor to oversee its activities and ensure impartiality in its operations.
