Laws and Regulations

The Maryland Public Employee Relations Board (PERB) enforces public sector labor relations, establishing the rights and responsibilities of employees, employers and employee organizations to ensure fair and effective collective bargaining.

PERB is responsible for enforcing the following Maryland laws and regulations. For more information or inquiries about specific laws and regulations contact the Maryland PERB Office.

Public Employee Relations Act (PERA)

Enacted on July 1, 2023, PERA consolidated the jurisdiction and authority of the  State Labor Relations Board, Higher Education Labor Relations Board, and Public School Labor Relations Board into a single entity, PERB. The three previous boards are no longer active.

Outlines the procedural rules PERB follows in administering and enforcing collective bargaining laws.

State Employee Collective Bargaining Law

This law governs collective bargaining for state employees and higher education employees.

Education Article

These sections of the Education Article address collective bargaining for public school and community college employees. Certain provisions are enforced by PERB.
