Who is covered under PERA?
Most State employees, public school staff, and employees of Maryland’s public higher education institutions are covered. PERA covers most employees who fall into the following categories:
- Employees of the State of Maryland (State employees).
- Certificated and Non-certificated employees of Maryland public schools.
- Employees in the following Maryland Public institutions of higher education:
- University System of Maryland
There are three employee units in higher education institutions: nonexempt, exempt, and sworn police. UMGC, UMCES, UMBI, UMB and the University System of Maryland Office do not have sworn police units.- Bowie State University

Who Is Not Covered?
- Management and confidential employees are not covered by collective bargaining under PERA.
- PERB has no responsibilities or jurisdiction over full and part-time public library employees.
