Who We Help

PERB is available to employees covered under the MD Public Employee Relations Act, the State Personnel & Pensions Article, or the State Education Article. 

For Maryland’s state, local, higher education and public school employees the Public Employee Relations Board (PERB) investigates, receives petitions, facilitates elections, and verifies employee interest to help improve wages, hours and working conditions.

Who is covered under PERA?

Most State employees, public school staff, and employees of Maryland’s public higher education institutions are covered. PERA covers most employees who fall into the following categories:

Who Is Not Covered?

  • Management and confidential employees are not covered by collective bargaining under PERA.
  • PERB has no responsibilities or jurisdiction over full and part-time public library employees.

Certain Maryland employees not covered by PERA may be protected by other applicable laws. If you are employed in Maryland and unsure whether you are covered under PERA, contact the Maryland PERB Office for guidance.

Where Can Private Sector Employees Get Help?

Private sector employees, those who work for a company or organization other than a Maryland state university, Maryland  community college, Maryland public school or Maryland state government agency,  may be able to receive further assistance from the offices listed below.
